Hong Kong people should not expect too much from parliamentary
debate. Government can stick to agreement even if Parliament
disapproves.
Debate will at least bring Hong Kong's future problems
to world attention. Most Hong Kong people consider agreement only barely acceptable. They should put forward their views on Basic Law
to Chinese government. Hong Kong should develop system of checks
and balances in administration before 1997.
