HONG KONG: UMELCO
1. Sir S Y Chung, the senior Unofficial member of the Executive Council of Hong Kong, has written to the Prime Minister, the Secretary of State, and all the addressees of this minute transmitting a copy of the UMELCO statement on the future of Hong Kong. I attach copies which were presented to us by the Hong Kong Government Office. UMELCO will be sending a copy of this statement to all MPs and to members of the House of Lords.

As Sir S Y Chung will be heading a delegation to the UK next week, and will be meeting the Prime Minister, the Secretary of State and Mr Luce I see no need for a written reply. Department will take the UMELCO statement into account in preparing briefing for thes e meetings.

I submit a draft letter to Number 10 covering the Prime Minister's copy of the statement.
