HONG KONG: QUESTION AND ANSWER MATERIAL FOR THE MASSES

I enclose a copy of an article carried in the 16 October edition of the Chinese periodical "World Knowledge" (Shijie Zhishi) which offers explanations for the layman of legal terms relating to Hong Kong. The article is entirely factual, but as I am no expert on the things it deals with I am unable to say whether it gets its facts right. I was convinced by it, although I thought the section describing Hong Kong's powers to make Ordinances was a trifle cynical!
