(a)
constitutes international agreement legally binding
in all its parts;
(b) sets out clearly and in detail arrangements which
will prevail in Hong Kong after 1997 as a SAR of the PRC. These based on continuity of present
systems/way of life and thus provide necessary assurances about the future for the people of Hong Kong and international community;
(c)
states that arrangements for Hong Kong spelt out in agreement to be stipulated in a Basic Law of the Hong Kong SAR to be passed by National People's
Congress of PRC and to remain unchanged for 50
years after 1997.
