in Hong Kong, Mr Li said that he personally favoured a cautious approach. He had attended many District Board meetings and these had favoured slow progress. However, there was a small minority of people wanting a Westminster type of democracy as soon as possible. Young people, University students and some trade unions were pressing for direct elections. He himself thought that Hong Kong should adopt an English type of democracy but not until the turn of
the century.
