Soviet Leaders' Reply to Afghan GOSR Message

The following telegram, addressed to Babrak Karmal, General Secretary of the PDPA Central Committee and President of the DRA Revolutionary Council, and Soltan Ali Keshtmand, member of the Politburo of the Party and Chairman of the DRA Council of Ministers, has arrived in Kabul in reply to a congratulatory telegram sent to Moscow on the occasion of the 67th anniversary of the Great October Socialist Revolution addressed to Konstantin Ustinovich Chernenko, General Secretary of CPSU Central Committee and Chairman of the Presidium of the USSR Supreme Soviet, and Nikolay Aleksandrovich Tikhonov, Chairman of the USSR Council of Ministers:

The Central Committee of the CPSU, the Presidium of the USSR Supreme Soviet and the Council of Ministers of the Soviet Union express thanks for the friendly greetings and best wishes on the occasion of the 67th anniversary of the Great October Socialist Revolution.
We fully share the belief which you have expressed on behalf of the PDPA and all Afghan people that the revolutionary solidarity and all-round co-operation between our countries is a reliable guarantor of the territorial integrity and sovereignty of the DRA.
Taking this opportunity, we announce that the principled policy of the CPSU and the Soviet state, to give all-round assistance to friendly Afghanistan and to help find a political solution to the situation around Afghanistan, based on the constructive proposals of the DRA government, is unchangeable and permanent.
We hope for further success for you, dear comrades, for the PDPA Central Committee, the Revolutionary Council and Council of Ministers of the DRA and all the people of Afghanistan in the defence of the gains of the Sowr revolution, providing favourable conditions for peaceful and constructive life in an independent and democratic Afghanistan and in the fruitful implementation of the programmes for the social and economic reconstruction of Afghan society.

Security Reports
New Defence Minister appointed (Text) The Secretariat of the DRA Revolutionary Council Presidium reports that the DRA Revolutionary Council Presidium has appointed Lt-Gen Abdol Qader, candidate member of the PDPA Central Committee Politburo, as First Vice-Chairman of the DRA Revolutionary Council Presidium in accordance with Article 44 of the DRA Basic Principles [Qader was formerly Minister of Defence].
The Presidium of the DRA Revolutionary Council has also approved the appointment of Brig Razar Mohammad, member of the PDPA Central Committee and Chief of the General Staff of the DRA Armed Forces, as Minister of Defence of the DRA. (Kabul home service in Pashto 1530 gmt 3 Dec 84)
