in the regional organs, the Regional CCP Committee will in principle administer down to the level of principal leading cadres of departments, bureau and offices [chu]. The committee will authorise its Propaganda Department, United Front Department and general office, and the regional economics, planning, construction, science and technology, and foreign economic relations and trade committees, and the regional government general office Party group to administer the office heads in the departments and bureaux subordinate to these divisions. The office heads in these divisions themselves, and office heads of other departments and bureaux not in these divisions, will be administered by the organisation Department of the Regional CCP Committee.
Administration of deputy heads of offices in the regional organs will be delegated to the departments, commissions, bureau and sections of the Regional CCP Committee, to the Party groups of the commissions, offices, departments and bureaux of the Regional People's Government and the Party groups of the popular bodies.
Administration of principal and deputy Party and government leaders of office-level enterprises, undertakings, and units subordinate to the regional departments and bureau, and over the department and office heads and deputy heads of institutes of higher education under the regional authorities, will be delegated to the department and bureau Party groups and the Party committees of the universities and colleges.
Regarding prefectures and cities, the Regional CCP Committee will in principle only administer the principal leading cadres of the level immediately below itself. Administration of heads and deputy heads of offices in the prefectural and city organs, country CCP committee secretaries and deputy secretaries, county people's congress standing committee chairmen, county governors and county CPPCC chairmen will be delegated to the prefectural and city CCP committees.
This will help to strengthen the sense of responsibility of the prefectural and city CCP committees and the regional departments, commissions and bureau in administering the cadres well...

Hao Jianxiu attends Canton meeting of managers (Excerpts) The first annual meeting of the Chinese Plant Managers and Directors Work Research Association opened in Canton yesterday [30th November]. Hao Jianxiu, Alternate Secretary of the CCP Central Committee Secretariat and Honorary Chairman of the Association, stressed at the meeting: Managers and directors must shoulder heavy burdens in the great practice of reform and pioneer a Chinese-style path for running socialist enterprises.
In view of the current lack of boldness for reform that exists in varying degrees among certain enterprises, Hao Jiangxiu stressed: Plant managers and directors must take a firm and clear-cut stand in grasping and using their powers during the reforms. . . To use their powers well, the plant managers and directors must handle properly their relationships with the Party committees, with the workers' congresses and with the state, and the relationship between the workers' short-term and long-term interests.
