To Huu Speaks at Capital Construction Conference

In the past few years, initial achievements in construction in districts have positively contributed to the development of agricultural production and the improvement of the people's material and cultural lives. Some good model districts have appeared. The districts of Dien Ban (Quang Nam-Da Nang) and Hai Hau (Ha Nam Ninh) and districts in Haiphong have uniformly implemented the tasks of generally planning for socio-economic development in combination with the irrigation and communications plans so as to organise construction, and have focused on building production centre projects and economic and technical groups in order to accelerate production, stabilise the people's livelihood, and ensure that rational and effective constructions can become models of construction in districts. Dien Ban district has acquired good experience in the organisation of production, the control of construction materials and the establishment of construction and assembly enterprises and construction teams in agricultural production co-operatives to build housing quarters for production teams.
However, in the past few years there were still many deficiencies and short- comings in the task of capital construction in rural areas. In the central highlands and mountainous areas, the tasks of construction and development affect production and life. The shortages of schools, nurseries and health stations have not been resolved. The situation of unplanned construction and illegal occupation of land for construction still prevails. In building, the economic results have not been specifically calculated. The capacity of large-scale projects, especially cultural projects, has not been fully used. There has been no policy to develop the local production of construction materials, slowing down rural development in the past few years...
Addressing the conference, To Huu stressed the role of capital construction in building districts, and praised Dien Ban and Hai Hau districts for correctly implementing the task of capital construction in districts. He mentioned the strategy of socio-economic development in rural areas and its relations with capital construction, planning, production of construction materials, the application of construction advances and the organisation of construction forces. He urged all sectors and echelons to promptly complete the general socio-economic plans for each zone and district and, on this basis, establish specific plans. If this task is delayed, the construction of houses and other projects will not be carried out as programmed. This will lead to casualness and waste of cultivated land...
