Dear Prime Minister Thatcher :
On behalf of the Chinese residents in Houston, I welcome your just and intelligent decision of returning Hong Kong to the Chinese in 1997. I note that the terms of agreement include a promise by the Chinese Communists to make change in the political and economic structure of Hong Kong for fifty years after the turn over.

However, news dispatches from Hong Kong have repoted an intense fear among its residents of the consequence of the Chinese Communist takeover as reflected in the recent exodus of captial from the island. Since nobody knows the Chinese better than the Chinese themselves, and many Hong Kong residents are former residents in Mainland China who have successfully fled the Chinese Communist
tyranny, they know what a Chinese Communist promise is.

Their fear and distrust of the Chinese Communists are
unfounded.
Naturally the lot of our brothers and sisters in Hong Kong is а cause for our concern. We are sure that a far sighted statesman like you will unhold the lofty principle of human rights to have adequate arrangements made in time for protecting them from becoming the victims of Communism once the colony is turned over to the Chinese Communists, and we
look forward to seeing your action to this end in the near future.
