seeking the Governor's views on the best way to inform EXCO of our new ideas.
The proposed visit to London by members of UMELCO (planned to take place between 8 May and the the Parliamentary Debate in the following week). Undertakings to the people of Hong Kong (relating to immigration, Civil Service pensions, etc). The Secretary of State might wish to raise the question orally in OD (K) in connection with the UMELCO visit. We know that these issues will be uppermost in the minds of UMELCO members: they will be planning to raise them with FCO Ministers. We should not rule out that they might ask to see the Home Secretary. We have a paper on the subject in preparation, but we do not envisage that this will go forward to OD (K) on 3 May.
Agenda Item 2, on arrangements for Hong Kong before 1997. Again this is a subject which might be raised orally at OD (K). It will loom very large at the fourteenth round of talks on 9-10 May. Hong Kong has just sent us a draft paper which we shall be submitting later in the week.

Methods of assessing the acceptability of an agreement in Hong Kong. The Governor has sent a telegram suggesting, in the light of discussion which he had with the Secretary of State, that consideration of this difficult question should now be taken further.
