1. I understand that you are considering the possibility of a meeting of the Secretary of State with officials in Hong Kong
tomorrow. If this can be arranged I think we should look at the following subjects:
(i) The outcome of the Secretary of State's visit to
Peking and Hong Kong and of the thirteenth round
of negotiations. I am submitting separately today a minute for the Secretary of State to send to the Prime Minister, with copies to OD (K)
colleagues, assessing the results of the Far East
visit. I am also submitting a Private Secretary letter to Number 10, copied to OD (K)

Form and content of the agreement. I am also submitting today the "modules" of an alternative
form of agreement, couched as a joint declaration by the British and Chinese Governments. I shall be proposing that the text is sent to Number 10 under a Private Secretary letter, with copies to OD (K) Private Offices, as a paper for discussion at the meeting of OD (K) fixed for 3 May. I am also submitting a draft telegram to Hong Kong and Peking seeking the comments of the Governor and
the Ambassador on thse drafts, and in addition
