THE WAY AHEAD
1. It was agreed that the paper on Agenda Item 2 should be put to
Ministers and to EXCO simultaneously in order to allow sufficient time to prepare a proper response to the Chinese on this subject at
the next round of talks. The Secretary of State could put the paper
to OD (K) colleagues out of Committee.
2. At its meeting on 3 May OD (K) would consider the
Secretary of State's report on his visit to China and Hong Kong and a revised agreement. The Secretary of State would be seeking approval for the new draft and the general way in which it might be
deployed.
VISIT OF UMELCO
3. Sir P Cradock said that the UMELCO visit demonstrated that the
Unofficial members of EXCO and LEGCO were changing their tactics. They had decided that they should be seen in Hong Kong to be lobbying effectively in the United Kingdom for the interests of the
people of Hong Kong. They would wish to consider at the end of the
day whatever agreement we had been able to negotiate and decide
whether to accept or reject it. The UMELCO delegation would be seeing Mr Luce and the Secretary of State while in the United
