FUTURE OF HONG KONG: SECRETARY OF STATE'S OFFICE MEETING: 8 MAY 1984
1. At the Secretary of State's office meeting this afternoon I think it will be necessary to discuss the following points:
(a) Agenda item 2 (consultation with the Chinese Government in the
period up to 1997). I am submitting separately the revised paper for OD (K) taking into account the comments by the Secretary of State recorded in your minute of 4 May. I have attached to my submission telegrams just received from Hong Kong, reporting that a majority of EXCO members are apposed to the idea of any formalised consultation with the Chinese in advance of 1993.
(b) Consultation with the people of Hong Kong. I am submitting
separately with comments on telegrams received from the
Governor. This is relevant to the statement to be made by the
Secretary of State in next weeks depate in the House of Commons.
The Secretary of State may wish to discuss the two issues in
conjunction.
(c) Nationality and Undertakings to the people of Hong Kong. I am
also submitting separately on this question.
(d) The future strategy. The Secretary of State may wish to look
ahead at our likely strategy over the next two to three months, including:
1. The handling of the Chinese draft and its annexs
2.
3.
once these have been cabled.
The handling of the various outstanding points left over from agenda item 1.
A possible second visit by the Secretary of State to
Peking.
