VISITS BY THE SECRETARY OF STATE TO PEKING
We should consider two such visits. The first might be around July to remove possible blockages in the talks. The second might be in September to make a final push.
HONG KONG OPINION
This will be a key factor in the coming months. There is a danger of an increasing slide in confidence and of officials (both EXCO and LEGCO) distancing themselves from the government. We should discuss with the governor ways of sustaining morale and possible finding new leaders and boulders of opinion to encourage a more positive attitude. The UMELCO visit to London will be a test.
NATIONALITY AND UNDERTAKINGS
A separate note is being submitted to the Secretar of State on the Governors latest telegrams on this. A paper will be prepared for consideration in ODK when we have futher figures from the Governor.
CONSULTATION AND ACCEPTABILITY
We await the Governors views on our latest telegram. We shall then prepare a paper for ODK.
