(Eventually) The reasons for the outcome of the talks (eg no agreement with Chinese; agreement not acceptable to Hong Kong/Parliament; agreement acceptable to both).

I realise that this is a time consuming task: but we must start it soon so that we are prepared for any contingency Given the intense operational pressures on this Department at present, I would be very grateful if Research Department could take the lead on this.

Mr Forester-Bennett from this Department could lend any assistance necessary in preparing the history. In any case the department would want to be fully involved in considering a first draft.
