April. As Bim Davies is away on leave until 24 May, it has been passed to me for a reply.
Mr. Sulke is technically correct :
under the Urban Council Ordinance and the Council's Standing Orders, Members may discuss only those subjects which fall under the Council's jurisdiction. However, by tradition this restriction is waived for the Annual Debate, when with the agreement of the Chairman and Members, any subject may be raised.
