1. I have discussed with Sir P Cradock my minute of

15 March describing a conversation at the Chinese Embassy about parliamentary procedures (copy attached).

2. We agreed that we should continue, as opportunity offers, to explain to the Chinese that the question of whether an Agreement must be debated in Parliament before signature is a matter of politics not rules. We should continue to emphasise the absolute political necessity of putting to Parliament before signature an Agreement as significant as the one we hope to sign about Hong Kong.
