2. I have commissioned a short note from Parliamentary Unit on the question of parliamentary presentation to use with the Chinese Embassy. This is not as full of useful precedents as I would like, but it deals adequately with the problems on signature. We will also need to explain the problems on ratif- ication, but we will be able to do this more easily after we have been over the question thoroughly with constitutional experts.
3. I presume that the best way to get these points over to the Chinese Embassy without arousing undue suspicion would be for Dr Wilson to speak again to Zheng Yaowen.
