HONG KONG: PARLIAMENTARY HANDLING

1.

Sir J Cater (Hong Kong Commissioner) telephoned about

a letter which has been sent, I understand, to all MPs, members of the House of Lords and others by Sir S Y Chung and

Mr Lobo, attaching the full text of the debate on the

future of Hong Kong in the Legislative Council on 14 March.

Sir Paul Bryan has spoken to Sir J Cater about this and suggested that it might be helpful if he initiated a debate in the House. He wants to be helpful to Hong Kong and HMG. He thinks that if he does not take action someone less helpful, such as Mr Robert Adley, may.

Sir J Cater has given his personal view to Sir P Bryan that this would not be helpful at this stage. am sure this is right. Sir P Bryan will be included in the briefing which the Secretary of State plans to give selected MPS on 12 April and the opportunity could then be taken to explain that the Government will be suggesting that time should be found for a debate on Hong Kong not too long after the Secretary of State returns from his Far Eastern tour.

It might be helpful in addition if Mr Luce were to speak to Sir P Bryan this week on the above lines.
