LETTER TO THE LORD CHANCELLOR FROM THE SENIOR UNOFFICIAL MEMBERS OF HONG KONG'S EXECUTIVE AND LEGISLATIVE COUNCILS

The Lord Chancellor's Private Secretary has requested advice on and a draft reply to the Senior Unofficials' letter of 26 March to the Lord Chancellor. This enclosed a copy of the Hong Kong Hansard of 14 March, which reports, inter alia, the debate on that day in the Legislative Council on the motion that, "This Council deems it essential that any proposals for the future of Hong Kong should be debated in this Council before any final agreement is reached."

2. I attach a draft Private Secretary letter to PS/The Lord Chancellor. This gives some of the background to the corres- pondence and suggests that only a brief acknowledgement is required. The Prime Minister, Lord Whitelaw, the Speaker of the House, Mr Luce and Mr Rifkind have received identical letters. No 10 and the Speaker's Office have already ack- nowledged. PS/Mr Luce and PS/Mr Rifkind may now wish to do likewise.
