NOTE FOR THE RECORD: HONG KONG

Mr Jeremy Bray, MP and Mr Lo of the Hong Kong Christian Community Group called on Mr Luce at 1000 hours on 11 April.

Consider

Mr Bray urged Mr Luce to make EXCO and LEGCO more democratic. Representative groups should be built up in Hong Kong, and given legitamacy by being allowed visitors in certain areas. This would enable democracy in Hong Kong to be more robust in 1997.

Mr Lo said that unfortunately opinion in Hong Kong was politically apathetic. There was a need to build up community groups and establish political parties. In 1982 the Hong Kong Power Company had increased its charges, and as a result of miscalculations was overcharging for its services. Community groups had been formed on this issue but the Financial Secretary refused to see them.

4. Mr Luce said that moves towards greater democracy at a local level in Hong Kong had already been started and the Government hoped to build on these developments. He said that he would welcome further views from Mr Lo and Mr Bray on this issue.
