I agree with the
Mr Clift's submission of 8 March. submission. I can understand the case for some lifting of the hem in the Foreign Affairs Debate on 22 March, given its nearness to the planned revelation in Hong Kong. But, as Mr Clift explains, it will be a delicate operation and I very much hope we do not go beyond the wording in his draft.
2. For the Foreign Affairs Committee, I agree we should main- tain present discretion, whether the meeting is in camera or
not.
