FUTURE OF HONG KONG: LIFTING THE VEIL
1. The Secretary of State has seen your submission of 8 March about the various stages in lifting the veil on the Hong Kong negotiations.
2.
He is in general content with the outline you submitted. He will, however, have to be in a position to answer questions at the Foreign Affairs Committee on 14 March. He believes there is a case for doing so by repeating known facts, for instance, the Chinese statements on principle, the Hong Kong lease etc. He has indicated on the papers below some thoughts. I would be grateful if you could incorporate these into the final form for the briefing for 14 March.
