FUTURE OF HONG KONG: RECORDS
1.
I have discussed Mr McLaren's telegram No 273 with Mr Walker and Mr Morris. This minute records what we have agreed.
2.
I suggested, and Mr Walker kindly agreed, that the task described by Mr McLaren might be undertaken jointly by members of Hong Kong Department and Research Department. The sequence of events will be
as follows:

This department will draw up a list of the index headings for the Concordance. Mr McLaren's suggestion that this should be sufficiently, but not excessively, detailed (a counsel of perfection) seems on the right lines. We might take the subject headings of the working papers as the framework and work out subject divisions from these.
Soon after Mr Forester-Bennett's return on the morning of 6 February, he will discuss with Mr Morris and Mr Wye of Research Department, how the work can best be done.
(iii) Mr Wye and Mr Forester-Bennett will then do the job,
working together (either in this Department or in Research Department). Quite a lot of the ground work has already been done by Mrs Priest, in her analysis of each round of talks, and by Mr Wye, in his index of Chinese statements on the Future of Hong Kong.
3. Ideally this exercise should be completed so that all concerned can make use of the Concordance in preparation for the next round on 22/23 February. If we are to hope that the material will reach Peking and Hong Kong in time, it should leave by the classified bag on Saturday, 11 February. This is a very tight timetable, and may not turn out to be feasible.
