5. He did say that during Premier Zhao's recent visit to the US he and senior CALTEX people had on several occasions been able to speak to Zhao and members of his party. They had made a point of saying that they and other companies were anxious to see Hong Kong remaining stable as this was in everyone's interests, not least China's. I said these sort of points were very helpful, particularly when they did not come from HMG. I said that we had spent a good deal of time trying to educate the Chinese and the more this went on particularly from third parties the better.

Dr O'Brien said he would be back in the UK in the Summer and would get in touch with us again then. In the meantime he would let us have, on a confidential basis, a copy of his report to his Board.
