Thank you for your letter of 7 February to the

Minister of State. He has asked me to reply to you, on

his behalf.

I am sorry to tell you that the Minister is unable

to agree to your request for an interview with Hong Kong

as the major topic. As you know, we have consistently

pursued a policy of strict confidentiality with regard to

the talks with the Chinese Government on Hong Kong.

The Minister has pointed out that, in the circumstances,

it would therefore not be appropriate for him to give an

interview to you.

You ask in your letter about the Hong Kong Trade

Development Council (HKTDC) and the renewal of their

advertisement order with Naya International

We have checke

this with the HKTDC, who have informed us that decisions

on ordering are taken on a six-monthly basis from the

beginning of the financial year (1 April 1984).

Accordingly, when they placed the order with Nava, they

informed the company that a decision on renewal would be We understand that

taken in September. At no time was any reference made to

any

''final announcement!
