ROYAL SOCIETY MEETING WITH MR WHITNEY, 21 FEBRUARY 1984:
FUTURE OF HONG KONG
POINTS TO MAKE
1. The Prime Minister visited China and Hong Kong in
September 1982. One of the subjects discussed was Hong Kor
2. Soon after this, talks with the Chinese through
diplomatic channels began in Peking. A second more detaile
phase began in July. The 8th round of these talks took
place on 25/26 January. Both sides found them 'useful and
constructive' The next round will take place on 22/23
February.
3. Content of talks confidential.
Atmosphere good.
We se
a solution acceptable to Parliament, China and the people o
Hong Kong. We share with China common aim of preserving
Hong Kong's stability and prosperity.
Governor of Hong Kon
and Executive Council closely involved. We attach much importance to views of people of Hong Kong!
4. No overall timetable for talks. More important to find
the right solution. Good grounds for confidence that a
satisfactory negotiated settlement will be reached.
