You asked for details of the structure and inter-
relationship of the various elements of the Hong Kong Government. I attach a copy of a short note prepared for the Prime Minister in September 1983, which is still up-to-date. The Regional Councils referred in my submission on Constitutional and Governmental Development in Hong Kong would be_the_Urban Council and a new Council of equivalent status and functions that the Hong Kong Government proposes to establish to cover the New Territories.
