There was some discussion in general terms of Hong Kong. Lord Shawcross did not press his idea of internationalisation. He said he had discussed it with Lord Maclehose, whom he had met by chance, and had been more or less convinced by him that the idea was not workable. The Secretary of State made clear his view that while the. idea should not be ruled out completely, it was difficult to see how it could be made acceptable to the Chinese.
