BACKGROUND
Mr Parry regularly asks questions about Hong Kong. His particular interests appear to be the future of Hong Kong and the extension of popular participation in the Government of the territory.

Mr Robert Adley MP has tabled an identical question to Mr Parry's for oral answer on 25 July. A copy of the proposed reply to Mr Adley's question is attached. This reply has been agreed with Hong Kong and Peking.

3. Mr Luce visited Hong Kong from 12-14 July. His visit was part of the regular pattern of visits by Ministers to enable them to keep in direct touch with opinion in Hong Kong. Whilst in Hong Kong, Mr Luce attended a meeting of the Executive Council and also met Unofficial members of the Legislative Council and other Community representatives.

The Secretary of State will visit Peking and Hong Kong from 26 July-1 August. In Peking he will continue his series of discussions with the Chinese Foreign Minister, Mr Wu Xuequan, and other Chinese leaders on the aspects of Hong Kong's future. The Secretary of State will visit Hong Kong on his way to and from Peking. This will give him an opportunity to listen to the views of the people of Hong Kong. He will meet the Governor and members of the Executive and Legislative Council, and other representatives of the Hong Kong community.
