FAMILIARISATION VISITS
Two members of the department should if possible visit Hong Kong during the current Financial Year. They are Miss Walker, who has been in the department since May dealing with Vietnamese refugees, air services and other questions, and Mr Hum who will join us in September as Assistant.

As you know, there is a strong argument for members of this department visiting Hong Kong because of the particular circumstances of the territory and our close dealings with a variety of departments there. Before the present system of Under Secretary accounting was introduced, this special need for Hong Kong was recognised by PSD, giving general authority for visits by the Head of the Department and two other officers each year .
I am not sure that this position has been properly recognised in the sum allocated to you for travel in Asia.

Now we have Mr Hannaby's minute to Under Secretaries of 9 August explaining the need to economise to review travel budgets. I think it would be very unfortunate if travel to Hong Kong was cut at this particular time but I realise that there are a lot of problems. You may wish to consider Hong Kong Department's requirements in the context of your overall budget and put in a revised estimate which, while taking account of the need for economy, might explain that special allowance needs to be made for travel to Hong Kong. I hope that as a result it would be possible to approve journeys by Miss Walker and Mr Hum in principle.
