As an elected Urban Councillor, may I welcome you on your short visit to Hong Kong for the purpose of further ascertaining the views of local community representatives in connection with the negotiations on Hong Kong's future.

On a personal basis, I wish to emphasise the need for both the British and Chinese Governments to work closely together during the transition period between now and 1997 to ensure that Hong Kong's stability and prosperity are maintained, and the confidence of Hong Kong people is preserved.

To this end, I would suggest that a Sino-British liaison committee be set up after the Agreement is ratified, which will be presumably not later than December 1984, which would meet as and when required either in Peking or in London.

It would not be to the interests of Hong Kong people for such a liaison committee to meet in Hong Kong, as such would interfere with the process of phased

democratization and also adversely affect implementation of the principle of "Hong Kong people governing Hong Kong", and consequently the stability and prosperity of Hong Kong as an international financial and trading centre.

After 1997, I am in favour of the suggestion, which the Chinese Government is reported to be prepared to consider, that a panel of internationally known persons of Chinese descent be appointed by the Central Government in Peking. This panel should replace the Sino-British liaison committee. The nominations should be compiled in the first instance by the Hong Kong Special Administrative Regional Government for submission to the Chinese Central Government.
