POSSIBLE VISIT BY MR LUCE TO SOUTH EAST ASIA

1. Mr Luce was grateful for Mr Carter's comprehensive submission of 27 December.

He agrees that a visit to Thailand and to Indonesia in 1985 would be useful (though he is not yet convinced that he should also go to Malaysia given that he has already been there and the Air Service problem falls principally to Mr Channon).

3. He does not however believe that we can proceed with the planning of a visit until we have a clearer idea of when the Prime Minister is likely to visit South East Asia. An additional problem with the proposed February timing is that Mr Luce may be required in London at that time to deal with the Hong Kong Bill. Again, no plans can be made until we are clearer about the timing of the Bill. Finally, Mr Luce considers that, if he is able to travel in February, a visit to Saudi Arabia may also be a high priority.

4. For these reasons, Mr Luce would like the position to be reviewed once we are clearer about the Prime Minister's plans to visit South East Asia and the Parliamentary time- table.
