BRUNEI: FIRST NATIONAL DAY CELEBRATIONS
1. Should Mr Luce take advantage of his trip to Brunei în
February to visit other posts in the area?
RECOMMENDATION
2.
I recommend that following the visit to Brunei Mr Luce should
visit Hong Kong (Hong Kong Department concur) and, assuming the
Malaysian authorities welcome the proposal, Kuala Lumpur. I submit
a draft letter to No 10.
BACKGROUND AND ARGUMENT
3. In his minute of 30 November, Mr Warren-Gash said that
Mr Luce wished to look at competing priorities for other parts of
the itinerary in the New Year. The RAF VC10, on which Mr Luce will
be travelling out to Brunei on 21 February, is not due to return
until 26 February. But there would be no major financial saving
in staying on in Brunei for this purpose rather than returning by
a commercial flight.

I understand Mr Luce has discussed with the Governor of Hong
Kong and the unofficial Members of the Executive Council the possi-
bility of visiting Hong Kong from 25-27 February and that Sir Edward
Youde has welcomed the proposal.
5. We have already sought Mr Gillmore's views on a possible
visit to Malaysia and he has welcomed the idea. The Malaysians
are looking forward to Mrs Thatcher's visit in September,
but
there would be advantage in keeping the momentum of other Ministeria
