MR LUCE'S VISIT TO HONG KONG

PROGRAMME

Hong Kong telno 244 suggests an outline programme for Mr Luce's visit to Hong Kong. It now includes a press conference, a reception with community leaders, a lunch with a group of middle management business people (presumably most, if not all, Hong Kong Chinese) and a visit to a District. This seems to meet Mr Luce's wish to meet a broad range of people in Hong Kong.

Hong Kong have asked whether Mr Luce would like a dinner arranged by the Chief Secretary on Saturday 25 February. Given that the following day will be a quiet one, I think that this might be useful. One possibility would be a dinner with leading businessmen (including Mr David Davies).

I should be grateful to know Mr Luce's views on these points and whether there are any other people whom he would specifically like to meet. We shall then reply to Hong Kong.
