Committee, comprising six Unofficial Members and Attorney-General, monitors handling of complaints against Independent Commission Against Corruption. Various UMELCO panels covering specific subject areas meet regularly with senior government officials.
Issues and policies of importance are discussed at these meetings
and may be debated and publicly questioned at meetings of Legislative Council.

5. Main subject UMELCO will wish to discuss will be the future
of Hong Kong. Mr Luce will be expected to make some introductory remarks. A speaking note is provided in Brief No 2.
