1. Mr Luce remains anxious that his visit to Hong Kong should be seen as routine, rather than as an exceptional event. He would, however, like to make best use of his time there to carry forward discussions with the Governor and with EXCO in the light of recent developments. Against that background, he would be grateful for the Secretary of State's guidance on the points set out below.

Strategy and Timetable
I have recorded separately Mr Luce's views on the latest developments. He would be grateful if officials could arrange for a full and careful briefing to be telegraphed to him before his arrival in Hong Kong in the light of the Secretary of State's decision. On arrival he would then aim to go over the ground very thoroughly in private conversation with the Governor. In addition, he believes that he should take the opportunity to talk the question over in general terms with EXCO, giving them a broad indication of the way ahead as we see it, and emphasising our desire to help them through a difficult period.
He would, however, like to be sure that the Secretary of State is content for him to do this before proceeding.

3. It may not be possible to get full inter-departmental agreement on the Nationality paper in time for Mr Luce to table it formally with EXCO next week. Mr Luce would, however, be grateful for the Secretary of State's agreement that he should discuss with EXCO a draft working paper which sets out the main considerations. In the light of the reasonably forthcoming line Home Office officials have taken on the retention after 1997 of BDTC status, he considers that it would be particularly useful to be able to show EXCO that
