people. The British government, in charting the future of Hong Kong,
must not be dictated by economic considerations alone. It must respect
the political aspirations of the people of Hong Kong.

The future of Hong Kong must be based on a democratic system.
Gradual democratisation must now be carried out. The source of authority
in a future Hong Kong government should not be generated from Clause 31
of the Communist constitution. It should be derived from the wishes of
the five million people of Hong Kong.
5. The Hong Kong people as a whole, and not just a handful of well-
known personalities, should decide on their own future political and
constitutional position. We, therefore, ask for a referendum on the future
of Hong Kong.
6. The contents of the current negotiations in Peking should be made
public without delay. Only then can the people of Hong Kong express
intelligently their views on the negotiations. The British government
should stand-by its democratic principles of not sacrificing the Hong Kong
people's freedoms and basic interest.
We respectfully request you to give your kind consideration to the
above six points and to convey them to your government and Parliament.
