LETTER FROM STAFF SIDE OF SENIOR SERVICE COUNCIL
1. When you were in London with the Governor and
the Unofficial Members of the Executive Council
you passed on a letter to Sir Geoffrey Howe from
the Staff Side Secretary of the Senior Civil Service
Council. I attach a reply under flying seal, and
would be grateful if you would pass it to Mr Leung
