12. We are therefore receptive to any arrangement which
would guarantee Hong Kong's prosperity and stability.
12. No overall timetable agreed for talks. We (like
Chinese) want satisfactory settlement as soon as possible
to end uncertainty. But right solution more important
than rushing. Chinese mention September 1984 deadline,
but this does not rule out a continuation of talks
thereafter. Of course British Parliament has to be involved
and give its approval to any agreement.
14. Good grounds for confidence in satisfactory outcome
of talks. Joint aim and good bilateral realtions with
China give basis for understanding. In no one's interest
to see collapse of Hong Kong. We and Chinese seek negotiated
settlement.
