The Secretary of State was grateful for your minute of 7 March and for the examples of White Papers on the EC negotiations. He has commented that your example D comes closest to what he has in mind, at least in procedural terms. This was also a speech by the then Foreign Secretary overseas, tabled in the House as a "Working Paper".
