BACKGROUND

The proceedings of the Executive Council in Hong Kong are confidential. It would not be appropriate to make any specific reference to issues that the Secretary of State or other Ministers had discussed with the Council. It would also be undesirable to disclose the subjects discussed in confidence with Unofficial Members of the Legislative Council.
The annex on nationality, which covers inter alia the problem of dual nationality, was handed to the Chinese on 19 July. It had previously been approved by the Executive Council and by OD (K).
