VISITS BY UNOFFICIALS TO PEKING

If pressed further on treatment of unofficials in Peking.

The Governor has already publicly stated that he has full

confidence in the Unofficials. He added that they were

conscientious and resolute people who had the interests of

Hong Kong verv much at heart and that their visit to Peking

has been a very useful one.

The Unofficials were received by Chairman Deng Xiaoping.

I understand from the report the unofficials released to the

press that they had a frank and useful conversation.

Is UMELCO British government's principal source of advice on

views of people of Hong Kong?

3. UMELCO are very important source of advice. However, a wide range of channels has evolved through which people make

their views known, eg Ministerial visits to Hong Kong and receiption of Hong Kong delegation in London.

Circumstances very different. In the case of Hong Kong, we

have a lease over the New Territories which comprise of 92%

of the territory's land area. Lease expires in 1997. This is

a fact that British government could not and cannot ignore.
