Although a visit by unofficials now is of a rather different
order from those during the negotiations, I still see merit in the
delegation being received by Ministers; and, as Mr Galsworthy points
out on the last comparable occasion, in May, both the Secretary of
State and Mr Luce saw the visitors. I hope therefore that it will
be possible for the Secretary of State to see them either on the
evening of 4 December or on the morning of 5 December, though I realise the problems.
2. As regards the Prime Minister, we must expect the Governor to
press for this. I think the Prime Minister might well wish to see
the group, if only briefly. At least she should be given the
opportunity.
