HONG KONG AGREEMENT: VISIT OF UMELCO DELEGATION; 1-7 DECEMBER 1984
1. The Secretary of State and Mr Luce have agreed to see the UMELCO delegation on 5 December and 3 December respectively. Ministers agreed that we should consult the Governor on whether a call by the delegation on the Prime Minister was essential. The Governor has now replied that in Hong Kong terms such a call is indeed essential (Hong Kong telno 3449). In view of this I submit a draft letter to No 10, asking if the Prime Minister would receive the delegation.
