HONG KONG: _MR_LUCE'S MEETING WITH UMELCO DELEGATION, 1100 HOURS
3 DECEMBER 1984

1. I submit a brief for Mr Luce's use at his meeting with a UMELCO
delegation at 1100 hours on Monday 3 December. The delegation will
be seeing the Secretary of State and Prime Minister on 5 December.
A 2. UMELCO have sent copies of their statement to Lords and MPs,
prior to the debates on the agreement. The Governor has advised that they will primarily wish to take up with Ministers the points
in the statement, including the "eight concerns" listed in the middle of the second page:
(a) interference from China;
(b) conscription;
(c) acceptability of the new form of British
passport;
(d) human rights;
(e) the stationing of the PLA in Hong Kong;
(f) transmissibility;
(g) incompatibility between the Chinese
Constitution and the Basic Law;
(h) faithful implementation of the agreement and
the policies of future Chinese leaders.
An earlier, provisional list of UMELCO subjects for discussion had also included representation on the Joint Liaison Group, drafting of
