2. As you will see, the Governor's advice is sought on the feasibility of establishing a Hong Kong Committee to promote interest in Unicef's activities and to raise funds for the organisation. Sir Bernard Ledwidge intends to approach the FCO when he returns to London later this month (page 5 of this letter), but I should be grateful for your preliminary views. Do you see any difficulties with this proposal?

I should perhaps explain that although Unicef is a UN fund administered from New York, and to which governments make voluntary contributions, national committees exist
in most developed countries to raise additional funds from the public. Money raised by national committees either goes to Unicef HQ or is used for small projects in the
Third World which individual national
committees 'adopt'. The UK national committee is a registered charity.
