AMENDMENTS TO THE PLANT PROTECTION AGREEMENT FOR THE ASIA AND PACIFIC REGION
(b) (Inclusion of the People's Republic of China in the definition of the region)

INTRODUCTION
1.
At its Thirteenth Session (April 1983), the Plant Protection Commission for the Asia and Pacific Region decided to consider whether or not it would be desirable to amend the present definition of the Region as set out in Article I(a) of the Agreement.
2. The matter was considered by the Commission following a statement by the observers from the People's Republic of China concerning their country's interest in participating in the activities of the Commission.

The Commission agreed that Article I(a) of the Agreement should be amended and the relevant paragraphs of the Commission's report containing its decision in this respect read as follows:

Recognizing that delegates to the Commission had no prior mandates from their governments, but mindful of the intention of the Regional Agreement, the Commission considered that for technical reasons, Article I of the Agreement should be amended to include China which has expressed interest in participating in regional plant health activities and in being a member of the Commission.

In the light of the above, the Commission agreed that Article I of the Agreement should be nded to include China in the definition of the Region and requested the Diretor-General of FAO to take necessary steps to amend the Agreement accordingly.
192. The Commission

so suggested that the Amendment to Article I should be dealt with separately from those amendments to the Agreement concerning mandatory contributions.

PROPOSED AMENDMENTS

The "Region" is defined in Article I(a) of the Agreement. In order to give effect to the wish expressed by the Commission at its Thirteenth Session, the Director-General now proposes that Article I(a) be amended as set out below and is hereby submitting these amendments to the CCLM for consideration before they are considered by the Council.
