AMENDMENTS TO THE PIT PROTECTION AGREEMENT FOR THE ASIA AND PACIFIC REGION
(a) (Provisions for Mandatory Contributions by Contracting Governments)
I.
INTRODUCTION
1. For a number of years the Plant Protection Commission for the Asia and Pacific Region considered various ways and means of obtaining funds in order to increase its activities in the region. This matter was considered at its Ninth (1973), Tenth (1976) and Eleventh (1978) Sessions. At its Twelfth Session (1980), it adopted the following resolution:
The Committee,
"2.
Reiterating its earlier recommendations on the need and establishment of financial resources for the Committee;
Endorsing the recommendations of the Sixteenth Executive Committee in this regard;
Being aware that this important subject has been discussed and debated for a long time;
Realizing that it is imperative for the Committee to have some financial resources of its own for certain specified activities;
Recommended strongly that the countries initiate action to support some of the activities of the Committee from their own resources as a first step in this direction;
Further Recommended that all efforts must be made for establishing Trust Funds for the Committee activities;
Invited the Diretor-General of FAO, meanwhile, to arrange for the amendments to be drafted and circulated to all contracting parties with a view to their being proposed by a contracting party through the Committee at its thirteenth Session." 1/
2. At its Thirteenth Session (April 1983), the Commission considered and endorsed the amendments to the Agreement which had been prepared by the FAO Secretariat in accordance with the Commission's request. A copy of the Agreement, setting out these amendments, is attached to this paper as Annex I.
