PARTICIPATION IN UN ORGANISATIONS AND AGENCIES
I attach a letter which Mr Galsworthy has received from Mr Moss in UKMIS Geneva.

2. I should be grateful if you would arrange for copies of the letter and its enclosure to be sent to others concerned (UND, Mr Burrows and perhaps also the legal adviser to UND). It will be helpful to have their comments on Mr Moss's description of Hong Kong's present state of participation in the UN organisations.
3. Could you please then draft a reply. Apart from passing on any comments which you might receive, I think it would need to say that the letter is a useful basis for consideration here and in Hong Kong, and in due course also with the Chinese, of the steps to be taken to maintain Hong Kong's position in the UN system after 1997. We know that Hong Kong are involved in their own work on the same topic, and will be interested in any comments which they have to offer at this stage.
